In the aftermath of World War IV, the surface of the earth has become a purgatory with a radiation concentration of over 40,000 roentgens per hour.
The power holders and the remaining rich people live in the "Babylonian Zone" in the clouds, while the laborers and the working class live in the "Panopticon" prison city.
Each laborer must pay the freedom tax for living in the cage city, and the best way to do so is to hunt the monsters generated by the radiation and to cleanse them.
Depending on their contribution to the human race, they may even be transferred to the Babylonian area.
